If the Global Data sheet contains no data and the Local Data sheet contains two rows of data, how many times will the test iterate?

The test will iterate only once - global iteration

QTP will execute the test sequentially from step1 to step n....! whatever it can be new action or any function call...

The step will jump from Action / function Call to Called Function or Called Action.

If you wanna run one action with several iterations, just call that action with that no. of iterations just as...

RunAction "Action Name", no. of iteration, parameter if any:
